Although Dallas Cowboys QB Tony Romo has been criticized for his inability to perform in clutch situations, his statistics would show he plays better late in games. Over the past four seasons, Romo's passer rating is 97.1. In the fourth quarter, however, Romo's passer rating is 102.9. Since 2008, Romo has thrown 30 touchdowns to only eight interceptions in the fourth quarter. Romo finished last season with 10 touchdowns and two interceptions in the fourth quarter.

QB | Drew Brees | New Orleans Saints | Fantasy
The NFL Players Associated asked an arbitrator Tuesday, May 29, to determine whether New Orleans Saints QB Drew Brees has had the franchise tag placed on him for a second time, according to sources. The Saints placed their exclusive rights tag on Brees earlier this offseason, and the San Diego Chargers placed the tag on Brees in 2005 after his rookie contract expired. The sources said the union is seeking a decision and/or clarification regarding the league's policy that states a second franchise tag is a 120 percent bump from the first tag, and the third tag is a 144 percent increase.

QB | Peyton Manning | Denver Broncos | Fantasy
Denver Broncos WR Eric Decker and QB Peyton Manning have quickly developed a rhythm and rapport together. Decker said it has been great working out with Manning; noting Manning communicates very well and shares with the receivers what is rolling through his mind on each play.


Wide Receiver

A New York Giants spokesman said the team views WR Hakeem Nicks' (foot) timetable of being ready to go when training camp opens July 26 as overly optimistic. The team will not let him go full-speed until he's ready, and they think the most realistic time frame is three months, which would still have Nicks ready for the regular season.

Minnesota Vikings WR Percy Harvin (shoulder) hasn't participated in drills yet during organized team activities because of minor shoulder surgery last month to clean out bone spurs. Harvin isn't expected to miss much time, however.

WR | Mike Wallace | Pittsburgh Steelers | Free Agents
Pittsburgh Steelers restricted free-agent WR Mike Wallace is growing frustrated over a lack of progress in contract talks. "There is a lot of frustration with Mike right now," CB Ike Taylor said. "He wants to be here. But at the same time, he wants his paper. Mike feels like he outperformed his last contract."

Detroit Lions WR Titus Young released a statement on his absence from organized team activities (OTAs) last week. "My recent actions have not always been up to the standards the Lions expect or the standards that I expect from myself. I am truly sorry for those times when I didn't meet those standards," Young said in the statement. "My absence from the practice facility and the OTAs last week was necessary for both myself and the team."

WR | Lestar Jean | Houston Texans | Depth Chart Tidbit, Fantasy
Houston Texans WR Lestar Jean has drawn rave reviews during organized team activities (OTAs), and he has earned the nickname "Big Play," making impressive catches his norm. The second-year product out of Florida Atlantic University has been persistently following and asking WR Andre Johnson for advice. "He's always up on me," Johnson said. "Asking me this, asking me that. Wondering how I do this, wondering how I do that." Jean can play all three receiver positions, and the team is giving him first crack at the third receiver job.

Updating a previous report, the Green Bay Packers and free-agent WR Donald Driver (Packers) agreed to terms Tuesday, May 29, according to the player's agent. "We have agreed to terms with the Packers but need to review it tomorrow to finalize," agent Jordan Woy said via e-mail. Terms of the deal were undisclosed.

WR | A.J. Green | Cincinnati Bengals | Depth Chart Tidbit, Fantasy
The Cincinnati Bengals have a logjam at the wide receiver position, with 12 players vying for what is likely to be six spots. The only absolute is WR A.J. Green. WRs Armon Binns and Brandon Tate have an upper hand in knowing the playbook, and they have looked good in early practices. WRs Mohamed Sanu and Ryan Whalen also figure to be in the mix.

WR | Jordan Shipley | Cincinnati Bengals | Injury, Fantasy
Cincinnati Bengals WR Jordan Shipley (knee) is still coming back from a knee injury last September, and he is not yet at 100 percent. He figures to be the team's main slot receiver if healthy. Shipley is being gradually cleared to resume team activities.

The Cincinnati Bengals have 12 receivers vying for what is likely six spots on the roster, and fan favorite WR Andrew Hawkins might find himself on the bubble during camp.

WR | Vincent Brown | San Diego Chargers | Fantasy
San Diego Chargers second-year WR Vincent Brown consistently stood out during the team's workouts Tuesday, May 29. He had a one-handed grab downfield and looked as good as one can for wearing shorts and a shell at this time of the year.

WR | Terrell Owens | Free Agent | Transaction, Free Agents
The Allen Wranglers of the Indoor Football League released WR Terrell Owens Tuesday, May 29, because he violated his contract with the team. Owens reportedly refused to play in two upcoming home games and was a no-show for an appearance at a children's hospital.

WR | Anthony Gonzalez | Free Agent | Transaction, Free Agents
The New England Patriots released WR Anthony Gonzalez Tuesday, May 29.

WR | Stevie Johnson | Buffalo Bills | Injury, Fantasy
Buffalo Bills WR Stevie Johnson (groin, hamstring), as an update to previous stories, is expected to miss most, if not all, of the team's offseason minicamp. He is recovering from minor groin surgery. Head coach Chan Gailey said it would be unlikely for Johnson to be fully cleared until training camp in late July.

Johnson did not work out with the team Tuesday, May 29, during their OTA. He did, however, work out on his own on the sidelines and said his groin is mostly pain free. Johnson did note that he still has a bit of pain in one of his hamstrings.

WR | Plaxico Burress | Free Agent | Free Agents, Fantasy
New York Giants head coach Tom Coughlin said the team will not look to sign free-agent WR Plaxico Burress (Jets) with WR Hakeem Nicks (foot) dinged up heading into training camp.

WR | Eric Decker | Denver Broncos | Injury, Fantasy
Denver Broncos WR Eric Decker (knee) is completely healthy and at full speed while running routes during practice. Decker's strained knee healed quickly and said he would have tried playing in the AFC Championship game had the Broncos advanced last season.

"I think for me it's finding that balance nutritionally, getting enough sleep, working and grinding in the weight room, because I did feel I lost some weight, lost some strength, mentally, it dragged on me a little bit because that was my first full season of playing a lot every game," Decker said.

WR | Demaryius Thomas | Denver Broncos | Injury, Fantasy
Denver Broncos WR Demaryius Thomas has been doing yoga with hopes it will help him stay healthy in 2012. Thomas acknowledges staying healthy is a question surrounding him. Since he has been in the league, he has been plagued by a broken foot, sprained ankle, concussion, torn Achilles' and a broken thumb.

Thomas is now at full strength, taking part in offseason practices and running routes at full speed. He feels being able to take part in the offseason activities will be a big help to him this year. "Just stuff and to get the reps. Because I was here, I saw it, but I never got the reps. And I think that will help me out," Thomas said.

Thomas spent time during the offseason working out at Georgia Tech, catching passes from Carolina Panthers QB Cam Newton and receiving tips from Detroit Lions WR Calvin Johnson.

Tight End

Place Kicker

The Baltimore Ravens signed undrafted rookie free-agent PK Justin Tucker (Texas). Terms of the deal were not disclosed. Tucker worked out with the Ravens during their rookie minicamp previously. The Ravens wanted another kicker in camp to take some of the load off of PK Billy Cundiff and P Sam Koch; they may also want to provide some competition to Cundiff, who missed a key field goal during last year's playoffs.

Buffalo Bills DL Shawne Merriman (Achilles') missed the first day of organized team activities (OTAs) Tuesday, May 29, after meeting with doctors. He is returning from Achilles' surgery, and is still seeking final medical clearance. Gailey feels there is a good chance Merriman will return to the field as early as Thursday, May 31, for the second day of OTAs.

LB | Larry English | San Diego Chargers | Injury
San Diego Chargers oft-injured OLB Larry English (groin) suffered a groin injury last week and wasn't able to take part in the team's position drills Tuesday, May 29. He was moving around well while working on the side with team trainers. Head coach Norv Turner said English had a great five weeks of work outs and is expected to return within the next week.

LB | Sean Spence | Pittsburgh Steelers | Transaction
The Pittsburgh Steelers signed third-round draft pick LB Sean Spence to an undisclosed four-year deal Tuesday, May 29.
