Updating a previous report, Denver Broncos WR Wes Welker is unlikely to play in Week 2 against the Kansas City Chiefs, as he has not gone through a full practice since Aug. 19.

Fantasy Tip: FantasyScore owners will want to avoid Welker in the upcoming week, even if he is able to suit up and play. Let him knock the rust off before relying upon him for one of your lineup spots.

Denver Broncos WR Wes Welker (concussion) has cleared the concussion protocol, and he would be able to play in Week 2 against the Kansas City Chiefs if he is cleared by the NFL surrounding a possible new deal on a drug agreement. However, that doesn't mean he'd be active for the game.

Fantasy Tip: Welker is at the minimum price point for receivers in Week 2 at FantasyScore ($3,700; 7.4% of cap). Even if the league reaches a new deal before Sunday, it appears unlikely that Welker would be active on such late notice.

The NFL and the Players Association are close to finalizing a new drug agreement that would bring human-grown hormone testing and changes to the marijuana policy. A new deal could result in reduced punishments for Cleveland Browns WR Josh Gordon, Denver Broncos WR Wes Welker and Dallas Cowboys CB Orlando Scandrick. Players could vote on the new deal as early as Friday, Sept. 12.

The policy will include human growth hormone testing for the first time ever, as well as changes that raise limits for marijuana testing and expand neutral arbitration. The league has received complaints from owners regarding reinstatement for recently suspended players like Cleveland Browns WR Josh Gordon and Denver Broncos WR Wes Welker, who would not have been suspended under the proposed policy.

Denver Broncos WR Wes Welker (concussion) was cleared to play by an independent doctor last week and would be ready to play if his four-game suspension is lifted. Welker's suspension may be lifted if the NFL and NFL Players Association are able to agree on a new drug testing policy.

Fantasy Tip: Owners should still prepare for Welker to sit out the first four games of the season, but it would be a bonus if his suspension is lifted. Welker is an injury risk but should be started most weeks when he plays.

Cleveland Browns WR Josh Gordon and Denver Broncos WR Wes Welker could have their suspensions reduced if the players and owners agree on a new drug testing policy. The new policy that may be forthcoming would include testing for human growth hormone. Offseason use of amphetamines would move from the performance-enhancing substance policy to the substance-abuse policy. Welker would go from a first-time offender in the PED policy to a first-time offender in the substance-abuse policy, which means he would not be subject to suspension. The threshold to trigger a positive result on a marijuana test would rise. Gordon's positive marijuana test was barely above the NFL's current threshold for a positive test.

Fantasy Tip: Gordon and Welker would make an immediate impact for fantasy teams and could be great values on FantasyScore next week if their suspensions were lifted.

Updating previous reports, Denver Broncos WR Wes Welker allegedly took "Molly" at the Kentucky Derby in May, which was cut with amphetamines and triggered the failed drug test, according to a source. Another source said Welker tested positive for Adderall. Welker has denied taking any drugs either recreational or performance-enhancing.
