The St. Louis Rams, San Diego Chargers and Oakland Raiders are rumored candidates to move to Los Angeles, but Goodell mentioned the league's main priority is keeping teams where they are.

University of Oregon QB Marcus Mariota (shoulder) may opt out of throwing at the NFL Combine after spraining the acromioclavicular joint in his right shoulder in the National Championship Game.

NFL teams and general managers are becoming increasingly fearful of gambling on big-name quarterback prospects early in drafts, and patience with rookie quarterbacks is thinner than ever before. Seventeen teams have had more than one general manager since 2011, and just 10 teams have the same GM as they did in 2008. "Everyone is fearful," said one NFC coach. "When they draft one, what if they make a mistake? It's not going to work out too well. The GM, the coach and the quarterback are tied together." Neither Oregon QB Marcus Mariota nor Florida State QB Jameis Winston have consistent praise from scouts to make them sure things.
